Does pausing downloads STOP the WHOLE transfer so it isnt still running in the background?

If you pause a download, it does exactly what it says - pauses it, i.e. stops it at the point it is currently at so that it can be restarted from the same place later on. But it definitely doesn't carry on in the background.
