Is this a cold or allergies?

My throat is pulsing on how hard I have been coughing. I just can't coughing this terrible hacking wheezing cough! I'm completely congested, and I'm getting a feeling in my ear that feels like there is water in it but there isn't. Every time I go to a doctor with something like this but not as bad they say its Allergies and they give me Zyrtec and an inhaler! What should I do? Should I go to the doctor? My lungs and my ribs are killing me, and my throat feels like it will start bleeding any second! Help!
