Need some help with apartment stuff and immigration?

So Me and my Husband are looking for an apt and we need a co signer. We want my roommate to sign for us but he is not a citizen yet. He has an apt already and works but can he co sign for us ? If he is a co signer would that show that he lives at the apt we want to get? Immigration will only let him live at one set address.
