Will the irs take money you owe to a bank for a ral?

Have a friend that said Chase bank released a Rapid Anticipation loan to her last year and for some reason IRS did not pay them back all of it... Will the irs take that money from them this year? I do tax preparation and can't seem to find the answer.. Thanks
